Government of the Baghdad Wilayat, 1876-1905.
Some information regarding the Wais of Baghdad during the period 'AkifPaaha,
is derivable from the writings of travellers and from other sources.
'Akif Fasha—apparently the next Tali after Eadif
Pasha
An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders.
, who
ruled the Wilayat in 1874 and bore a good reputation, ■—was a man of a
different stamp from his predecessor. He wis a Turk of the old school;
polite, and on the ^surface amiable, but in his 1 ast post, in Europe, he had
gained an undesirable notoriety in conntction with massacres of
Bulo-arians. It was * written of him in 1878
Akif has the reputation of being the most corrupt j'asha that ever ruled in
Baghdad, but this is saying a great deal. He bus been only e^bfc months in office, yet.
according to common report, he has already amassed £50,000 in money, besides jewelry,
horses and much other wealth in kind. Let us hope that the sua is exaggerated. It
is difficult all the same to believe that the sixty or seventy Aranians, which compose
his stud, have been bought and paid for out of the income of the Vijy's office.
He was removed from Baghdad in the spring of 18/8, on account
of riots there which will be mentioned further on.

made a
favourable impression on the European travellers who were brought into
contact with him; he seemed to be endowed with capacity, energy, and
probity ; and great hopes of an improvement in the administration o
the Wilayat were entertained at the commencement of his rule. It
does not appear whether Qadri

succeeded in satisfying the expec a-
tions that he had raised 3 but it was noted in the beginning that
European politics seemed to interest him more than the affaurs of his
province. It was one or his maxims that religious toleration in lurkey
was not enough and that real relig ious equality must be introduc ed.
