became a practice ou the part of Turkish officials at Fao, other than
those of the Quarantine establishment, to invade the detained vessels
and extort money from the crew on the pretext that the possession of
arms, gunpowder, tobacco, snuff, etc., which they carried for their
personal use, was illegal in a Turkish port. No receipts were granted
for payments, and it was plain that the sums exacted merely went into
the private pockets of the extortioners; but the Turkish Government
had no motive for checking the abuse, which conduced to the establish
ment of their authority over the river. In this year several vessels
which neglected to halt at Fao were boarded further up the river bv
Turkish quarantine officials and subjected to extortion and vexatious
delays. Seizures were also made at Fao and at Basrah, on board
British Indian craft, of arms carried for self-defence; and, on objections
being raised by the Assistant

but that those of which the destination was Basrah or another Turkish
liver port .should do so, and collply with the Turkish quarantine regula
tions.
In autumn, 1895, there was a renewal of the difficulties which had
become customary at that season. Turkish soldiers boarded British
Indian vessels on pretext of searching for u illicit " arms and refused to
leave until they had been satisfied with bribes; and other kinds of
extortion in money and kind took place. The matter was now raised at
Constantinople, but at tirst without result.
Sir P. Currie, the British Ambassador at the Porte, in reporting on
the subject to Her Majesty's Government in February 1896, remarked ;

Theses two volumes make up Volume I, Part IA and Part IB (Historical) (pages i-778 and 779-1624) of the Gazetteer of the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , ’Omān and Central Arabia (Government of India: 1915), compiled by John Gordon Lorimer and completed for press by Captain L Birdwood.
Part 1A contains an 'Introduction' (pages i-iii) written by Birdwood in Simla, dated 10 October 1914. There is also a 'Table of Chapters, Annexures, Appendices and Genealogical Tables' (page v-viii) and 'Detailed Table of Contents' (pages ix-cxxx), both of which cover all volumes and parts of the Gazetteer .
Parts IA and IB consist of nine chapters:

Volume I, Part I has been divided into two bound volumes (1A and 1B) for ease of binding. Part 1A contains an 'Introduction', 'Table of Chapters, Annexures, Appendices and Genealogical Trees' and 'Detailed Table of Contents'. The content is arranged into nine chapters, with accompanying annexures, that relate to specific geographic regions in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . The chapters are sub-divided into numbered periods according, for example, to the reign of a ruler or regime of a Viceroy, or are arbitrarily based on outstanding land-marks in the history of the region. Each period has been sub-divided into subject headings, each of which has been lettered. The annexures focus on a specific place or historical event.
