On the 1st December 1902 the quantity of unforwarded goods iviw '
the.r warehouses at Basrah was 2,52G tons. The difficulty was aggiava j
by insecurity on the river, which had led the Turkish Government to
forbid, temporarily, the carriage of valuable goods in native sailing
craft. In these circumstances Colonel Newmarch, the British Resident
at Baghdad, suggested that application should be made to the Porte
on behalf of the Company for authority to make use of a third steamev.
but it does not appear from the records of the Government of India'
whether action iu this sense was taken at Constantinople. By Septem
ber 1903 the accumulation had been worked off and the argument,
founded on it had lost their validity.
For many years the Turkish commercial steamers on the rivers of
. fesopotamia had been worked by the Oman-Ottoman Administration
which was a branol. of the Turkish Ministry of Marine; but earl 7 in

the Administration were transferred to the * Dairat-us-Sanivah or Ad

formed was styled the Hamidiyah Navigation Office; and it benefited
necessarily, by the personal interest which the Sultan had in its success
ful working. The steamers taken over by the office at its formation

four new barges. The two new steamers, though not up to contract
specifications, were first class modern boat.,, fitted with electric light and
search %hts and ,n all respects superior to anything possessed by the
