V>4e Ministre,
I have the honour to acknowledge the receipt of your Excellency's note of
to-day informing me of the decision taken by your Government to transfer the
headquarters of the British Resident and consul-general at Bushire to a site outside
the dominions of His Imperial Majesty the Shah. In that note you also inform me
of the desire expressed by your Government, with a view to ensuring the close
co-operation of the British and Persian authorities in the
Persian Gulf

official should be accorded every facility for visiting British consular posts in the
Persian ports of the Gulf.
In reply I have the honour to inform your Excellency that my Government will
accord to the inspecting consul-general and to his staff the required facilities : they
agree, in particular, that these persons shall enjoy on all occasions unrestricted access
to British consular posts in the Persian ports of the Gulf, and they will make the
necessary arrangements for the annual grant to them of a free visa valid for at least
a year.
With regard to the last paragraph of your note under reference, I am authorised
to confirm that a simple notification, given as far as possible in advance to the local
authorities, will suffice to enable His Britannic Majesty’s warships and the ships of
the Royal Indian Marine stationed in the
Persian Gulf

avez bien voulu joindre trois documents relatifs au chemin de fer de Dozdab, aux
telegraphes et a la question de la Residence de Bouchir.
En attendant que j’aie eu le temps de les etudier pour pouvoir vous exposer le
point de vue de mon Gouvernement sur ces trois questions, je m’empresse de vous
exprimer mes remerciements et de vous assurer que je n’ai jamais doute de la bonne
volonte ni de votre Excellence ni du Gouvernement britannique. C’est meme cette
bonne volonte, a laquelle je rends hommage, qui me fait esperer que nous finirons
par nous entendre a propos des quelques difficultes que nous avons encore a aplanir.

The volume contains papers, mostly correspondence, concerning the withdrawal of the Indo-European Telegraph Department from Persia [Iran]. The correspondence mainly relates to negotiations between the British and Persian Governments for the relinquishment of British control of a portion of the Indo-European Telegraph system in Persia, and negotiations between the British Government and the Imperial and International Communications Company Limited for the transfer of that portion of the telegraph system which would not be transferred to the Persian Government.
The main correspondents are as follows: the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. ; the Foreign Office; HM Minister, Tehran (Sir Robert Clive) and HM Chargé d’Affaires, Tehran (Raymond Cecil Parr); the Government of India Foreign and Political Department; the Government of India Department of Industries and Labour; and the Director of the Persian Section of the Indo-European Telegraph Department (Eric Norris).
The file includes copies of several documents in French including: a letter from the Persian Minister of Court to Sir Robert Clive, dated 20 August 1929, with a copy of a 'Protocole relatif à Henjam'; and correspondence between Clive and the Persian Minister for Foreign Affairs, dated October 1930.
Other correspondents include Imperial and International Communications Limited, and the Indo-European Telegraph Company Limited.
