5 Zenian .—The General Officer Commanding North-Western Division is at Zenjan
arranging to carry out the disarmament of the tribes m the Khamseh area. The most
important tribal leader in Khamseh is Amir Afshar, who received f fts ^ a '™ s
munitions during 1915-18 from both the Russians and the British. Later it was
discovered that his relations with the Turks were by no means above suspicion.

6 A mullah, named Sheikh Muhammad Sadikh, arrived at Kazvm on the
9th September from Nejef. On the 10th and 11th September he made pan-lslamic

speeches in the Masjid-i-Shah at Kazvin of the usual anti-foreigner type,
that he intends to remain one month in the town.
Tehran.
7. The War Minister left Tehran on the 12th September for Isfahan, accompanied
by two staff officers, a secretary, and a tribal escort of 100 men. The whole party
was accommodated in thirty automobiles. The reasons for his visit are believed to j 36 ” -
(a.) To arrange for the despatch of a detachment of troops to Arabistan via the
Bakhtiari road
(6.) To discuss with the General Officer Commanding Soutnern Division plans ror
disarming the Lurs and other tribes in the south, in conformity with his
general policy.
(c.) To inspect the troops and staff arrangements at Isfahan.
8. Intrigue amongst the officers in the Tehran Division has increased during the
past two months, and the smooth working of the division has suffered in consequence.
The chief cause of the trouble is the discontent of a number of officers at their treat
ment by Beza Khan, in that they expected promotion and increased pay, and failed to
get either. The War Minister is dealing with these malcontents with a firm hand, and
a few days ago had six officers arrested who were reported to be carrying out propaganda
against him.
9. A committee assembled on the 11th September at the Ministry of Public Works
to decide on rules for the conduct of foreign aeroplanes landing on Persian territory.
The commie tee consisted of—•
Serdar Humayun, representative of the War Ministry.
Hanush Erivan Khan, representative of the Ministry for Foreign Affairs.
Adl-ul-Mulk, representative of the Ministry of Trade.
Not one of these knows anything about aviation, and the committee appears to be
ignorant of the fact that a convention for the regulation of aerial navigation already
exists, to which Persia is a signatory.
10. A report, so far unconfirmed but from a source usually reliable, states that
M. Shumyatski is to leave Tehran for Moscow this month, and will probably not return.
11. A new Russian school is to be opened in Tehran on the 1st October, at which
children of any nationality will be accepted and no fees will be charged. The school
will be situated in a building in the city known as the old Russian Legation, which is
still the property of the Russian authorities. M. Shumyatski is taking great interest
in the organisation of the school, which is being divided into two sections : (a) for
children of 7-11 years, (b) for children of 12-17 years. The school will doubtless be
used for propaganda purposes.
12. With reference to paragraph 25 of last weeks summary, the following two
Russians have been appointed directors of the Russo-Persian Bank in Tehran :—
Gogolevitch. In 1915 was director of the Siberian Bank in Moscow, and later
became director of the Asiatic Bank at Tashkent.
Chernevski. In 1912 was an official of the Russian Bank in Tehran.
