I HAVE the honour to transmit to your Lordship herewith copy of Intelligence
Summary No. 37 for the week ending the 15th instant, compiled by the military attach^
to this Legation.

WITH reference to paragraph 1 of last week’s summary, later reports show that
420 houses in Resht were destroyed by the floods, which have subsided since the
1st September. Communication has been reopened between Resht and Kazvin, vehicles
crossing the Siahrud River by a ford, owing to the destruction of the bridge.
2. The following arms and munitions arrived at Enzeli from Germany by the
German trading vessel “ Enzeli,” on the 27th August (reference paragraph 5 of last
week’s intelligence summary):—

This consignment was addressed to the War Minister, Tehran, by Colonel Ismail
Khan, Persian military representative at Berlin. It was loaded on carts at Enzeli on
the 28th August, and despatched to Tehran under a strong escort.
3. 1 riction has arisen between the Russian and Persian authorities at Enzeli over
the rights of occupation of the fishery^ buildings. It is stated that M. Martin Lianozov,
the concessionaire, has sold his fishery concession, with all buildings appertaining to it,
to the Soviet authorities, and that he himself had gone to Russia, leaving behind him
numerous debts in Persia. The Persian Government has not recognised the sale of the
concession in this manner, and on the 2nd September, by orders of the Military
Governor of Enzeli, a detachment of Persian soldiers was sent to occupy the fishery
buildings. The Russian authorities, hearing of this, put ashore Russian sailors from a
torpedo-boa,t in the harbour, who surrounded the buildings and had a slight fracas with
the Persian soldiers, in which a Persian officer got hit on the head. The buildings are
now guarded by Russian sailors, who have a store of reserve arms and ammunition in
the buildings in case of further trouble. The dispute has been referred by the Governor
of GiJan to the Central Government in Tehran.
