5. Request for subsidy and supply of arms .
Sir G.Clacton remarks thau these two requests,
mde very indirectly, were "put forward with
considerable diffidence and with no great expectation
of a reply". Prom the passage in his letter
referred to above it would appear, indeed, that
Ibn Saud merely wishes to have an unrestricted right
to import arms - to which object the subsidy would no
doubt be devoted. Ths subsidy of £5,000 a month,
granted to Ibn Saud towards the end of the war,
was discontinued in March,1923,(though the pill was
sugared by the payment of a further sum of £ 50,000
in two instalments). The question of subsidy is of
no interest to this Office, for India will
co.. oricuue nothing towards any grant or loan that
may be made to Ibn Saud. India is however
indirectly interested in the matter of the importation
of arms, in view of the bearing it would have on
txie arrs t raffic in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Ibn Saud’s
coast line is within the "special zone " of the
recent Anns Traffic Convention (Geneva, 1925).
4 ‘ Representation of iT e .idi Interests in
When this question was raised in 1920 the
view was taien here that Ibn Saud was precluded, by
articles I & 4 of the 1915 Treaty, from entering
into direct relations with tne Preach authorities
