fully recognised by the conduct of all relations with
him by the Foreign Office.

Revision of tne 1915 Treaty.
Sir G.Clayton’s letter of 16th December (enclosure
to P.21Q) deals with this question at length. He
there says that Ibn Saud emphasised three points as of
paramount importance to him:-
(1 ) recognition of independent status of ITejd;
(2) right to import arms; (3) financial assistance. It
wili'oe seen from the Government of India’s telegram
of 5th January (P.87) that in their view the situation
obtaining in 1915 has been entirely altered by the
Sultan’s possession of the Hejaz and no exclusive or
protectorate position, such as is accorded to Great
Britain in He.ld by the 1915 Treaty, should be held by
a Christian power in regard to the Holy Places. It is

made by His Majesty’s Government in recognising Ibn
Saud as King of the Hejaz, viz. ”His Majesty’s
Government continue to regard the regime of the Holy
Places of Islam and all religious questionsconnected
therewith as matters solely concerning Moslems,
