3. Ministry are persuaded that there will be no obstacle in the
near future to restoring a normal regime in Egypt which will permit
of granting of constitution to the country assuring an ertective an
serious co-operation between the Government and the country s
elected representatives. . ,
Ministry intend forthwith, strengthened by approval ol >oui
Highness, to work out scheme of constitutional reform m order that
in their political task they may rely upon a true national represen
tation and may bring to a successful issue a whole senes of urgent
reforms which "moral and economic progress of the country demands

functions of Ministry for Foreign Affairs, which circumstances of war
temporarilv suspended.
5. Finally, realising responsibility of their task, Mimsny will
devote themselves to taking up the burden and to directing affairs of
the countrv solely in national interests.

good of the country, do not doubt that they will find in your Highness
a support for carrying out of their programme. They also count on
confidence of the country to face a task of which they feel all the
difficulties.

SARWAT explains with regard to the first point mentioned in
my preceding telegram of to-day’s date that he hopes His Majesty s
Government will see their way to abolish the protectorate m the
near future, though he does not expect them to do so immediately.
The idea underlying the fourth point in Sarwat’s programme is
that Egypt should revert to the conditions which prevailed in 1914
before a protectorate was declared.
He has no objection to the appointment of someone to succeed
Mr. Greg in the Ministry of Foreign Affairs, and he wishes that the
relations between the Egyptian Government and the representatne
of His Majesty’s Government should take the form of those which
existed with the British agents in pre-war days. .
He feels confident that he can form a Ministry on the basis of
this programme, which, however, he insists must first be appio\ed
by His Majesty’s Government. I think that Sarwat can be trusted
to be as good as his word, and it is courageous of him to come forw aid
when the task confronting any’ Ministry is bound to be difficult owing
to the disappointment and resulting hostility amongst all parties
towards the recent declaration of His Majesty s Government.
I would be grateful if your Lordship could inform me without
delay of your attitude towards the programme of which I earnestly
recommend the approval.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.

The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.

At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
