Majesty’s Government, surrounded by safeguards in all really
essential points. As regards foreign Powers, it is for Great Initain
in the last resort to uphold the validity of the exceptional position
to which she lays claim, whilst it is for me to see that the safeguards
mentioned above are respected by Egyptians. It would be
impossible for any foreign Power, without flouting the terms of nn
recent letter to the Sultan, to start intriguing in Egypt. The terms
of that letter are clearly aimed more at foreign Powers than at
Egypt, so that if this particular issue ever arises it must be decided
bv suitable diplomatic pressure which we are in a position to use
rather than by any pledges which we may have succeeded in
securing from Egypt. • . , *
I feel that insufficient consideration has been given to tbe
disabilities under which, as a result of the policy of the protectorate,
British administration in this country labours, and a fresh basis on
which to frame our policy is quite as essential from our point of view
as it is desirable in the' eyes of Egyptians. Almost the chief aim
of British policy has been to win the friendship of Egypt, and, unless
we are ready to prove by our action that we have confidence in
Egyptians, it seems to me unlikely that we shall induce the in to
co-operate with us.

Following are essential points of nis proposed declaration or
policy:—
1. Taking note, in memorandum of 10th November which was
handed to official Egyptian delegation, only of undertaking of British
Government to terminate protectorate and to recognise Egypt as a
sovereign State, and while not being able to accept memorandum
or to recommend it to acceptance of the country, Ministry will devote
themselves henceforth—and in so doing will be helped by attitude
of the country—to showing Great Britain that she has no need of
increase of or accumulation of guarantees, seeing that good faith of
Egypt and interest which she lias in respecting undertakings given
would constitute best and most effective of safeguards for British
and other foreign interests.
2. To this end Ministry rely not only upon justice of national
cause, but also upon equitable spirit of British nation and upon a
just appreciation of reciprocal interests of the two countries.

The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.
The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.
At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
