{Telegraphic.) Foreign Office, December 15, 1921.
YOU may assent generally to the programme suggested by
Sarwat Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. as described in your second telegram of the
12th instant. As regards the first point, however, it is necessary,
in order to obviate any misunderstanding, to recall explicitly that
no “ undertaking ” has been given by His Majesty’s Government to
abolish the protectorate and to recognise Egypt as a sovereign State.
His Majesty’s Government only offered to adopt this course as part
of a bargain which was rejected by the other party.
I do not wish to give rise to any suspicion as to our good faith or
to render your task more difficult, but you may be able to obtain the
substitution of “offer” for the word “undertaking” in the
programme proposed by Sarwat.

Kcdleston.—(Received December 20.)
(Telegraphic.) Cairo, December 20, 1921.
SARWAT PASHA An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. has not yet been able to collect a Ministry,
in spite of his programme having been approved. I am not hurrying
him unduly, and 1 am doing all I can to persuade members of the
Adly Party to join the Government, for I feel that the party must
go to pieces if they fail to come forward now. Zaghlul will then
be the only gainer from what will amount to a surrender on
"their part.
Zaghlul announced that a meeting would take place next Friday.
Yesterday I prohibited it in the interests of public security.
I am quite prepared to take the necessary action with regard to
Zaghlul if he gives trouble, whereas if he makes no protest I shall
have achieved my object. Should it prove necessary to deport him
I hope arrangements can be made for him to be detained in some
British overseas possession, as he ought not to be permitted to go
^anywhere in Europe.

MY telegram of 20th December.
Zaghlul has published in press protest against my order prohibit
ing his meeting on Friday. He characterises veto as first instalment
of the new British policy, and makes appeal to Egyptians to show
-equal determination.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.

The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.

At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
