Content: This printed report published by the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. contains two sets of draft instructions approved by the Finance Committee of the Cabinet for Sir Percy Zachariah Cox's personal guidance as High Commissioner for Mesopotamia to give effect to the policy of His Majesty's Government. The first set is an original draft, dated 5 August 1920, while the second set is a revised draft.

Physical characteristics: Foliation: The foliation for this sequence commences at folio 124, and terminates at folio 125, as it is part of a larger physical volume; these numbers are written in pencil, are circled, and are located in the top right corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. An additional foliation sequence is also present in parallel between folios 7-153 of the volume; these numbers are also written in pencil, but are not circled, and can be found in the same position as the main sequence.
