The file concerns the appointment by Petroleum Concessions Limited (PCL) in 1936 of Ernest Vincent Packer as Manager of the Company's central office in Bahrain, and includes correspondence from the Company, a copy of Packer's application form (dated 1931), and correspondence from British officials in the region approving Packer's appointment.

The file also concerns Packer's appointment as Local Representative of PCL's subsidiary Petroleum Development (Qatar) Limited, and related staff appointments by PCL.
