A summary translation of the Persian Government's telegram
and the supplementary communication of His Highness the
Persian Foreign Minister,
The British authorities in Mesopotamia, evidently in
order not to undertake any longer the keeping of Nestorian
refusiges in that country, have returned to the latter their
arms and ordered them to proceed to Urmiah and Salmas,-
Returning of such turbulent people full of hostilities
towards Kurds and other inhabitants of that province who are
equally animated with antagonism towards the Nestorians would
result in nothing but repeatation of the bloody scenes of the
last few years, and the ruin of the remainder of the western
Azerbaidjan which has escaped devastation during the war,.
Moreover among the se Nestorians there are great number of
the Jello?; tribes who a,re Turkish subjects and were inhabited
in Turkish territory before the war, but as the British Foreign
Office is well aware fled to Persia during the war and the
Russians armed them to fight against Turkey and after the
evaquation of Azerbaidjan by the Russian troops, these Jellows
fell on the defenseless inhabitants of Urmiah and Salmas and
Khoy, and massacred men, women and children and commited un
speakable atrocities. Therefore at the news of returning
these marauders fully armed the Persian Government are filled
with anxiety and are at a loss to know why these turbulent
people with long bloody records behind them are armed and let
loose into the Persian territory, and where a,re they going to be
