(e)FORMER RECIPIENTS OF SEPARATIONALLOWANCES.
7 1. This class is designed to meet the cases of persons who can prove that they were formerly
in receipt of SeparationAllowances on account of their supporters serving in the Turkish Army.
2. Claimants will, in general, product as proof of their claims the Separation Allowance
books issued to them by the Turkish Government ; if these are not forthcoming certificates signed
by, at least,three'senior ex-Turkish Officers of standing will be accepted.
3. If the wage-earner dies on military service with the Turks an allowance may be sanctioned
or continued in class (c), if not 1 found eligible for inclusion in class (b). , •
III. ASSESSMENT OF ALLOWANCES—GENERAL.
Assessments and alterations of , Pensions nd Subsistence Allowances will be made by the
Pensions Officer, Baghdad.

l. Allowances will be assessed according to the following rule :—
At the rate of one-half of the salary of the Prisoner of War, ‘
2. In cases where an allowance under this rule falls ! short of Rs. 25 per, family, the Pensions-
Officer may sanction an allowance not exceeding Rs.25 at hisdiscretion. "
3. In all cases the actual conditionof the family will be the basis of assessment. Thus the
presence or absence of sons or unmarried brothers who are , bodily fit and able to contribute £
towards, the family’s maintenance wilL always be takeninto consideration.
4. When in the. opinion of the Pensions Officer an allowance in । excess of that admissible ‘ f
under this rule is desirable, the case will be submitted by him to the Civil Commissioner for '

r : • ..; (b) FORMER TURKISH PENSIONERS AND NEW PENSIONERS.
1. Former Turkish Pensions and New Pensions not exceeding Rs. 75 per mensem may be paid :

2. When in the opinion of the Pensions Officer an allowance of more than Rs. 75 is necessary
the case will be submitted by him to the Civil Commissioner for sanction. (Appendix A.) -
(c) Miscellaneous.
1. Allowances unden this head will be ( assessed according io .circumstances, and the case,
together with the recommendation of the P. O. submitted (through the. Pensions Officer, for the
sanction of the Civil Commissioner. <
(d) Former Turkish OFFICIALS.
1. Subsistence Allowances under this head will be assessed subject to a maximum of half
the last rate of pay which the applicant drew from the Turkish. Government. •
2. In the case of a continuous allowance when the applicant is unemployable, assessment
will be made as nearly as possible on the lines of Turkish Pension Rules (Appendix B, 1 and 2.)

1. Allowances under this head will be assessed according to the rules laid down for the , '
assessment of allowances to .Dependants erf Prisoners of War, i.e. with a view to the actual
indigence of the family, and not necessarily in accordance with the amount of the Separation

IV. MODE OF APPLICATION FOR ALLOWANCES.
-Applications will be made on a petition bearing an eight anna stamp to the Rais Baladiyah
when existent; who after verification will forward the petition together with a Mukhtar’s Form
duly completed and signed by the Mukhtar, and countersigned by the : Members or Notables,
of the applicant’s quarter.
2. In cases where no Rais Baladiyah exists petitions will be submitted direct to P.0s
and A. P-Os. who will issue the necessary form etc. to the Mukhtar. ,
V. INCREASES, DECREASES, CANCELLATIONS AND TRANSFERS ;
OF ALLOWANCES.
1. Allowances will be increased from time to time when justified by altered circumstances,S%"
increased cost of food, disability of a former wage-earner, etc. - . , _

The volume comprises copies of ‘Civil Administration of Iraq, General Circulars’. These are weekly compilations of general circular letters and notifications produced by, or relative to, the Civil Administration of Iraq. The copies were sent by the Office of the Civil Commissioner, Baghdad, to the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the Foreign and Political Department of the Government of India, from 7 January (issue No. 1) to 1 November 1920 (issue No. 44). Issue Nos. 20, 22, and 23 are not present in the volume.
Generally, each publication is divided into three parts. The first part relates to personnel matters within the Administration, such as appointments, dismissals, leave, examinations, and honours and promotions. The second part concerns recent notifications, circulars, and General Routine Orders (GROs) which cover a wide range of subjects connected to the Administration of Iraq, including finance, health, politics, veterinary science, transport, local (often distinguished as Arab and Kurdish) levies and gendarmeries, utilities, rationing, and numerous other miscellaneous matters. The third part consists of annexures usually directly related to the first two parts and often including tabulated lists of maps.
