THE GRANT OF SUBSISTENCE
ALLOWANCES.

/ I. CLASSES OF ALLOWANCES.
1. Subsistence Allowances are admissible tothe following classes:
(a) Dependants of Prisoners of War.
' (b) Former Turkish Pensioners andNew Pensioners.
(c) Miscellaneous.

: 2. In no other cases are Subsistence Allowances ordinarily admissible. Indigence alone does

II. CONDITIONS OF GRANT. :
(a) Dependants of Prisoners of War.
1. Proof is necessary of the existence as a Prisoner of War in British or Russian hands of a
relative on whom the claimant■would • normally rely for support, ^., a husband, father, son or
unmarried brother. Such proof can be supplied by
(a) If the Prisoner of War is interned in India. His serial number in Annexure toGenerai
. Circular No. 538, dated the 22nd October, 1919.
, (&). If the Prisoner of Waris interned in Egypt or Malta: A letter not more than two
. . months old. . ( ' ) -i.,
(c) If the Prisoner of War is interned in Russia : the most recent letter received.
2. If the Prisoner of War dies in captivity the claim is still admissible, and an allowance may
be sanctioned or continued under class (c), if not found eligible for inclusion inclass (b). *
. (b) Former PURKISH PENSIONERS, Civil AND Military. <
1. For a Former Turkish Pensioner proof is necessary that at the time of the British Occu
pation he was' in receipt of a»pension from the Turkish 1 Government. . Such proof Can' be supplied
by (a) a Turkish Jusdan,(b) a Turkish

' of any of the above for Civil Officials a certificate showing the gross pension of the applicant signed
by, at least; three senior ex-Turkish Officials of standing* will be accepted ; and .for Military Officers
‘ a similar certificate signed by, at least, three senior ex-Turkish Officers of standing. Certificates
"will be countersigned by the Mukhtars and Members or Notables of the Applicant’s quarter'

2. For a New Pensioner proof is necessary of his eligibility for pension. Such proof can be
-supplied by (a) Turkish Government records, (b) by Government certificates of appointment, -etc.
If these proofs are not forthcoming,'for a Civil Official a certificate signed by,at least; three -senior
" ex-Turkish Officials of standing, showingthe details of each post held .under , the late Government
willbe accepted ; and for a Military Officer certificates of rankt for each rank held, verified and
s signed by, kt least, three senior ex-Turkish Officers of standing.
(c) Miscellaneous.
1. This class is designed to meet cases where the grant of an. allowance is-desirable on poli
tical orotherspecial grounds, and where-nd claim is admissible under the preceding category
, 2. Cases of indigence alone ’will not be dealt with under this heading. I
/ 3. All applications for the grant of Miscellaneous Subsistence Allowances will be submitted '
by P.O.s, not A.P.O.s, through the Pensions Officer, Baghdad, for the sanction of the CivilCommis-
sioner.
(d) Former Turkish Officials.
1. This class is designed to meet the case of Turkish Officials and Officers who (d) at the
time of the British Occupation were in permanent,Government appointments, and who were
" thrown out of employment as a direct consequence of the British Occupation'; (b) who were taken,
'prisoners of war when on duty.
2. No allowance is admissible in the case of a Former Turkish Official who has completed a
only 5 years’ service or less, or who was not on duty at the time of the British Occupation. .
v . / 3. Complete proof is necessary (a) of a permanent appointment under the Turkish Govern-
ment ; (b) of present? unemployment due to prevailing conditions.

The volume comprises copies of ‘Civil Administration of Iraq, General Circulars’. These are weekly compilations of general circular letters and notifications produced by, or relative to, the Civil Administration of Iraq. The copies were sent by the Office of the Civil Commissioner, Baghdad, to the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the Foreign and Political Department of the Government of India, from 7 January (issue No. 1) to 1 November 1920 (issue No. 44). Issue Nos. 20, 22, and 23 are not present in the volume.
Generally, each publication is divided into three parts. The first part relates to personnel matters within the Administration, such as appointments, dismissals, leave, examinations, and honours and promotions. The second part concerns recent notifications, circulars, and General Routine Orders (GROs) which cover a wide range of subjects connected to the Administration of Iraq, including finance, health, politics, veterinary science, transport, local (often distinguished as Arab and Kurdish) levies and gendarmeries, utilities, rationing, and numerous other miscellaneous matters. The third part consists of annexures usually directly related to the first two parts and often including tabulated lists of maps.

- A small booklet entitled ‘Note on Trees and Shrubs in Baghdad’ by the Director of Agriculture, Baghdad, dated 1920 (ff 96-102)
- A leaflet published by the British Museum (Natural History) entitled Directions for Preparing Small Mammal Skins , dated 1920 (f 85)
- Transcripts of debates on Mesopotamia held in the House of Commons and the House of Lords (ff 60-77)
- A leaflet entitled ‘Agricultural Leaflet No. 5: Flower Gardens in Mesopotamia’ (f 19).
The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.
