65. MUSTASHAR ED DOWLEH, MIRZA JAVAD KHAN—
feon of Abdullah Khan Kedkhoda. Is a son-in-law of Mushfr ed
Dowleh, present minister of foreign affairs.
Was many years first secretary to the Persian embassy at
Constantinople ; then was a year or so at the Foreign Office, and
during the tobacco regie troubles in 1891 was sent as Karguzar
(EC). Agent) to Tabriz, which post he occupied for four years. He
was then dismissed in consequence of strong representations on
the part of the consular corps. Remained out of office for two
years and was reappointed to the post of Karguzar in 1897. Is
assisted by his son, Sadik i Hazrat, who was educated at the
Galata Sarai College, Constantinople, and speaks French very well.
Age 55 ; speaks French.
66. MUSTASHAR ES SULTAN, ALT NAKI KHAN-
Many years in the diplomatic service as secretary of legation and
b oreign Office agent, consul, etc., with title of Mustashar el Vazareh.
In September, 1896, was appointed chief of Tribunal. In 1897
was appointed consul general to Tifiis, but the Russian Legation
objected. Then was sent to Washington to announce the accession
of Muzaffar-ed-Din Shah to president of the United States and to
be Persian delegate at the Postal Congress. Returned September,
1897, with his present title. Is first secretary in the Foreign
Office.
Age 52 ; speaks French.
67. MU STAUFI-E L-M AMALIK, AKA MIRZA HASS AN—
Is attached to the ministry of finance. He married Ismat Muluk
Khanum (born 1874), daughter of Muayyid-el-Mamalik. His
sister, Hamdam-es-Saltaneh, married in 1886 the son of the Zil-es-
Sultan, the Jelal-ed-Dowleh (born 1870). His father, Aka Mirza
Yusuf, Mustauti-el-Mamalik, who died in 1882, was for a long time
minister of finance, or chief of the revenues, and finally became
Sadr Azam, which post he held for a short time ’ only. The father
of Aka Mirza Yusuf was Mirza Hassan Ashtiani; he too was
Mustaufi-el-Mamalik, and died in 1847. The title has now become
hereditary in the family.
The present Mustaufi-el-Mamalik is a young man, much
addicted to pleasure and of limited intelligence.
68. MUHTASHAM ES SALTANEH, MIRZA HASSAN KHAN—
Son of Sadik el Mulk. Entered the Foreign Office. Was Secretary
of legation at Berlin ; then consul general in Bombay for two
years until 1897. Is now secretary in the Foreign Office.
Age 34; speaks French, German, and a little English.

Printed collection of biographical notices, as well as comments on élite dynasties and tribes of Persia [Iran], written over a period of twelve months and completed in December 1897 by Lieutenant-Colonel Henry Philip Picot (Military Attaché, Teheran [Tehran]), then Acting Oriental Secretary in Her Majesty’s Legation. Amendments were added up until 23 January 1898. The author presented the manuscript to Charles H Hardinge (First Secretary, Foreign Office, London), 27 January 1898. The latter forwarded it to the Marquis of Salisbury (Prime Minister), 28 January 1898, who received it a month later (28 February 1898). The title page (f 1) is stamped as having belonged previously to the Government of India’s Library of the Foreign Office, Simla, where this copy was received with two other copies (two for Simla and one for Calcutta [Kolkata], three copies in total) and a letter from the Secretary of the Political and Secret Department, dated 8 July 1898 (location not disclosed). The contents are marked secret (originally ‘confidential,’ crossed out), and specified as, ‘For the use of Officers in Her Majesty’s Service only.’
The printed work comprises two ‘inclosures’ [enclosures]: firstly, Picot’s letter of presentation to Hardinge (f 2v), prefaced by Hardinge’s letter of presentation to the Marquis of Salisbury (f 2); secondly, the treatise proper (ff 3r-60v). The contents page (f 3v) lists four main sections, but without corresponding page references. Following a brief introduction (f 4), an alphabetic register [index] of names (ff 4v-11v), and a glossary of titles and terms (ff 12r-13v), the work is divided into eight chapters comprising numbered entries. The first four chapters deal with the royal family in Teheran (forty-five entries over ff 14r-19v), the notables of Teheran (ninety-seven entries over ff 20r-32v), the merchants of Teheran (twenty-eight entries over ff 33r-35v), and the clergy of Teheran (eleven entries over ff 36-37). The remaining four chapters focus on the provinces of Fars (thirty-eight entries over ff 37v-44v), Ispahan [Isfahan] (eleven entries over ff 45-47), Khorasan (fifty-nine entries over ff 47v-57v), and Tabriz (twenty-two entries over ff 58-60).
