TEHERAN—NOTABLES.
Gerrusi (Amir-i-Nizara ) to Paris (received in audience by Napoleon
III, 18 May) as first Secretary of the Legation. He shortly after
received the rank of general, and acted as Charge d’Affaires in
Paris. In 1867 he was, for a short time, Charge d’Affaires, and
from October, 1871, to October, 1872, minister plenipotentiary in
London. He was then appointed ambassador at Constantinople,
which post he held until 1890. In that year he was recalled to
Teheran and made minister of commerce and justice, which position
he occupied until November 24, 1896, when he became minister for
foreign affairs, which he still is.
His eldest daughter was married to Muin el Mulk, son of the Sadr
Azam, Amin ed Dowleh. A brother of his, Shaikh Murtaza Khan,
who was educated at Christchurch, has an appointment in the
ministry of justice, with the title of Muin el Adaleh. Muhammad
Khan, son of another brother, the late General Shaikh Muhammad
Aka, is a lieutenant in the Cossack Brigade, and accompanied Nassir
- el Mulk to London in 1897.
Age about 75; is Amir-i-Tuman. Knows French and a little
English and German.
63. MUSHIR-EL-MULK, MIRZA NASR ULLAH KHAN—
The grandson of a Murshid of Nain. Entered the service of
Abdul \ ahab Khan, the Nassir-ed-Dowleh (afterwards Asaf-ed-
Dowleh and governor-general of Khorassan), as private secretary.
Afterwards entered the Foreign Office as junior clerk, and received
his title after the death of the Ispahan Mushir-el-Mulk, 1891.
Received rapid promotion and was made Lender Secretary at the
i oreign Office, under the Sadr Azam (Amin-es-Sultan) ; was much
trusted, and practically conducted the affairs of the Foreign
Ministry for some years until the fall of the Sadr Azam in 1896.
He retained office under the new regime, with the rank of Vazir-i-
Lashkar (chief accountant of the army).
Though not of noble family, is much respected. He has always
been on excellent terms with H.B.M.’s Legation in Teheran.
Age about 50.
64. MUSHIR ES SALTANEH, MIRZA AHMAD KHAN
Was Pishkar of Azerbaijan in 1879 and 1880, and is said to have
caused the troubles with the Kurds in the latter year, through his
negligence. Soon after, he was for some time governor of Gilan,
and in summer 189/ was appointed Minister of the Treasury, which
post he now holds.
Age 65.
FoTt. January. 1898—Has been superseded as Minister of
the Treasury by Muin el Mulk.

Printed collection of biographical notices, as well as comments on élite dynasties and tribes of Persia [Iran], written over a period of twelve months and completed in December 1897 by Lieutenant-Colonel Henry Philip Picot (Military Attaché, Teheran [Tehran]), then Acting Oriental Secretary in Her Majesty’s Legation. Amendments were added up until 23 January 1898. The author presented the manuscript to Charles H Hardinge (First Secretary, Foreign Office, London), 27 January 1898. The latter forwarded it to the Marquis of Salisbury (Prime Minister), 28 January 1898, who received it a month later (28 February 1898). The title page (f 1) is stamped as having belonged previously to the Government of India’s Library of the Foreign Office, Simla, where this copy was received with two other copies (two for Simla and one for Calcutta [Kolkata], three copies in total) and a letter from the Secretary of the Political and Secret Department, dated 8 July 1898 (location not disclosed). The contents are marked secret (originally ‘confidential,’ crossed out), and specified as, ‘For the use of Officers in Her Majesty’s Service only.’

The printed work comprises two ‘inclosures’ [enclosures]: firstly, Picot’s letter of presentation to Hardinge (f 2v), prefaced by Hardinge’s letter of presentation to the Marquis of Salisbury (f 2); secondly, the treatise proper (ff 3r-60v). The contents page (f 3v) lists four main sections, but without corresponding page references. Following a brief introduction (f 4), an alphabetic register [index] of names (ff 4v-11v), and a glossary of titles and terms (ff 12r-13v), the work is divided into eight chapters comprising numbered entries. The first four chapters deal with the royal family in Teheran (forty-five entries over ff 14r-19v), the notables of Teheran (ninety-seven entries over ff 20r-32v), the merchants of Teheran (twenty-eight entries over ff 33r-35v), and the clergy of Teheran (eleven entries over ff 36-37). The remaining four chapters focus on the provinces of Fars (thirty-eight entries over ff 37v-44v), Ispahan [Isfahan] (eleven entries over ff 45-47), Khorasan (fifty-nine entries over ff 47v-57v), and Tabriz (twenty-two entries over ff 58-60).
