9. With reference to paragraph 6 of last week’s summary, a new Cabinet was
formed by Mushir-ed-Dowleh on the 16th June, its members being the following :—

10. The fourth Majlis completed its term of office on the 21st June, and some
months must now elapse before a new Majlis can assemble.
11. The Majlis gave its approval on the 14th June to Dr. Millspaugh’s budget for
the ensuing year.
12. A source usually reliable reports that the budget of the Russian Legation,
including all Russian consulates in Persia, is to be 31,400
tomans
10,000 Persian dinars, or a gold coin of that value.

13. The Tehran newspaper “ Sitara Iran ” was suppressed on the 17th June by
orders of the Government, and its editor, named Saba, has been arrested for publishing
a scurrilous article directed against the Minister of War.
14. With reference to paragraph 9, Intelligence Summary No. 23, dated the
9th June, M. Shumyatski has addressed a note to the Persian Government protesting
against the dismissal of Russian employees from service in the Ministry of Public Works,
stating that, according to the terms of the Russo-Persian Treaty of 1921, Russian
subjects should have the same rights as Persian subjects.

15. Amir Mujahid Bakhtiari has left Isfahan for Arabistan to discuss political
matteis with the bheikh of Mohammerah on behalf of the Bakhtiari khans. He has
stated that he is also representing the Minister of War in these negotiations.
.. . A small detachment of about forty Persian regular troops is to accompany him,
I which aie to become personal escorts to the Persian Governors at Ahwaz and Shushter.
