I HAVE the honour to transmit to your Lordship herewith copy of Intelligence
Summary No. 25, for the week ending the 24th June, compiled by the military attache
to this Legation

Intelligence Summary No. 25 for Week ending June 24, 1923.

Gilan.
Du. MILLSPAUGH visited Resht and Enzeli during the past week to examine
the financial administration of the province. M. Apresof, the Russian consul at Resht,
showed considerable anxiety as to Dr. Millspaugh’s activities, and suspected him ot
having motives other than financial for his visit. _ tut
2. M. Hakimof, late Russian consul at Meshed, arrived at Tehran on the 12th June
en route to Resht, where he is to take over the consulate from M. Apresof.
Azerbaijan.
3. Tabriz. —150 men of the 2nd Tabriz Infantry Regiment arrived at Tabriz from
Ardebil on the 31st May. . , „ , ,
4. Considerable discontent has been caused locally by the dismissal ot about
100 employees from service in the financial department of the province. This reduction
of staff has been carried out by Mr. Jones, the American financial adviser in Azerbaijan,
for purposes of economy. A malicious report has been spread in the city that these
^ yJ 1 \ \men have been dismissed because they are Mahommedans, so that the Christian clerks

^ 5. Karakash, a Turkish Armenian from Erzeroum, has been appointed the secretary-
^ in-charge of Transcaucasian affairs at the Russian consulate at Tabriz. He was Armenian
pwT -7 \ Soviet consul at Tabriz in 1922 before the abolition of separate Armenian consulates m
o ^ Urumia. —A report states that the Turks are reorganising their line of posts
along the Turco-Persian frontier. No details regarding the strengths and locations of
^ these posts have yet been received.

Kazvin.
V 7 A Tartar named Yaliof, who is a Persian subject working as a Russian agent,
arrived at Kazvin on the 13th June and reported to the Russian consul He received
instructions to proceed to Sinneh (Kurdistan), and left Kazvin for Smiieh on the
15th June. One may presume that he has orders to get into touch with berclar Keshid
|i and Sheikh Mahmoud. . , ^ , T
8. A Turkish vice-consulate was formally opened m Kazym on the I7tn June, a
local well-to-do merchant named Baglarof, who is a lartar 1 urkish subject being
appointed vice-consul. A reception was held for the ceremony of hoisting the I urkish
flag over the consulate building, which was attended by local officials. ISo formal
speeches were made.
