I HAVE the honour to transmit to your Lordship herewith copy of intelligence
summary No. 32 of the Llth instant, compiled by the military attache to this
Legation.

Intelligence Summary No. 32 for Week ending August 11, 1923.

Gilan.
NOTHING of importance has taken place in this province during the past
week. His Majesty’s consul at Resht reports that the general situation has much
improved since the replacement of M. Apresof, the Russian consul, by M. Hakimof, and
that political conditions are better than they have been for the past eighteen months.
Azerbaijan.
2. Tabriz. —The Valiahd (the Crown Prince) is to leave Tehran on the 12fch August
for Tabriz to assume the duties of Governor-General of Azerbaijan.
3. Maku. - A quarrel between the Maku Kurds (Persians) and the Turkish Kurds
on the frontier has resulted in some desultory fighting taking place between these
tribes. The Serdar of Maku and the local Persian military authorities are taking
immediate steps to put a stop to this and to restore order.
4. The Turkish authorities have sent three intelligence agents from Van to be
posted at Maku, Khoi and Salmas. One is a Turk and the other two are Persians.
Kazvin.
5. Hoffmann, Russian vice-consul at Kazvin, and Shirinof, his secretary (a
Caucasian Tartar), visited Hajji Sayyid Hussein Mujtahid, a leading local mullah, on
the 4th August, and stated : “On behalf of the Tartars of the Caucasus, we offer our
“ sympathies regarding the treatment of the Irak ulama, and are ready to give our
“ assistance.”
Tehran.
6. The Irak ulama left Kermanshah on the 6th August for Hamadan en route to
Kum. The mullahs in Kum are not pleased at the idea of their coming to Kum,
fearing that these more senior clergy will usurp their duties and the accompanying
perquisites. For a similar reason the mullahs of Tehran are not anxious for the Irak
ulama to come to Tehran. Pressure by the leading clergy in Persia is therefore being
put on the Government to take more energetic action to arrange the return of the
ulama to Irak.
The clergy most active in this respect are :—
Ayatullah Zadeh Khalissi.
Imam Juma Khoi.
Agha Sayyid Ahmed Behbahani.
Agha Jemal Mujtahid.
7. The Irak ulama, on arrival at Hamadan, were detained there by orders of the
Persian Government, much to their annoyance. The representative of the Tehran
