26. M. Shumyatski has asked permission from the Persian Government to

27. A few days before Dr. Millspaugh’s departure from Tehran, on the
1st September, a conference was held, attended by all the American advisers in
Tehran.
The following conclusions are reported by an informant, who is usually relialr ,
to have been arrived at :—
(a.) That the growing propaganda against the American advisers is the work of
dismissed Persian employees.
(b.) That if a loan cannot be raised soon for Persia, it is useless for the
American advisers to carry on with their work.
(c.) That every effort should therefore be made to raise a loan abroad within the
next six months, and failing that, an internal loan should be attempted.
28. Osep Mirzayantz, a Communist, who was M.P. for the Armenian community
m the last Majlis, visited Reza Khan a few days ago and asked that the
Armenian cavalry squadron in the army might be disbanded, because they are all
JJashnaks and opposed to Osep Mirzayantz. Reza Khan refused.
