Kazvin.
18. Hoffmann, Russian consul at Kazvin, received three boxes of silver krans
(6,000 tomans 10,000 Persian dinars, or a gold coin of that value. ) from Enzeli for the Kazvin consulate on the 4th September. It is
stated that this money is to be expended on supporting Sheikh Muhammad Ali
Alamudi in the parliamentary elections at Kazvin.

19. With reference to paragraph 6 of last week’s summary, the Union of Clergy
in Tehran is now strongly opposed to the activities of the agitator Sayyid Ayatuileh
Zadah Khalissi, and has instructed its members to speak in opposition to Khalissi
in the mosques.
20. One of the Irak ulamas of exodus, named Sharastani, fell ill at Sultanabad,
and has been brought to Tehran for treatment. He is now residing at Shabdul Azim.
A report, as yet unconfirmed, states that His Majesty the Shah has invited him to
remain permanently at Shabdul Azim and to take charge, as senior priest, of this
place of pilgrimage. As Sharastani is a decrepit old man, who is unlikely to stand
much more travelling, there may be some foundation for this report.
21. The Persian army radio station commenced to receive messages on the
28th August. It has no communication with any station in Persia, and is not yet
capable of transmitting messages, b ut takes the Moscow press dail y, copies of which
are sent to the Persian War Ministry. The station has three operators : —
Kolya Giarov : An employee in the Indo-European Telegraph Company until
1922, when he was dismissed.
Markaryan and Sarkatian : Caucasian Armenians, and Russian subjects.
These three operators, by orders of the War Minister, are teaching a class of
sixteen Persians to become operators.
22. The General Staff at Army Headquarters, Tehran, have earmarked the
following troops to be in readiness to move to Isfahan as reinforcements to the
Southern Division, in connection with the movement of troops to Arabistan, and
against the Lurs :—
750 cavalry from the Tehran cavalry brigade.
750 infantry from the Tehran infantry brigade.
250 artillerymen.
100 sowars from the tribal escort oi the War Minister.
550 details.
2,400 with 3 field guns, 3 mountain guns, 1 howitzer and 6 machine guns.
The orders are provisional, no dates as yet being fixed for the moves to take
place.
23. On the 5th September Mushir-ed-Dowleh telegraphed a circular telegram
to all Governors of towns in Persia : —
“ Hasten completion of elections for the fifth Majlis, and instruct those
££ persons already elected members to come at once to capital. The Government
“ expects to open the fifth Majlis on the 12th October.”
It is thought that the Prime Minister is a little optimistic.
24. With reference to paragraph 5 of last week s Summary, His Highness the
Crown Prince returned to Tehran from Kum on the 5th September.
25. The new Russo-Persian Bank opened its offices in Tehran on the
8th September in one of the main streets of the city.
Manager of the Bank : Svanidze, a Georgian. Formerly an employee m the
International Bank in the Caucasus. it
Assistant manager : Kokarevitch. Also formerly an employee m the Inter
national Bank in the Caucasus.
An official reception was held at the opening of the bank, attended by
Mussadik-es- Sultaneh (Minister for Foreign Affairs), Adl-ul-Mulk (Assistant
Minister of Public Works), about twenty-five merchants, Shumyatski, and all
members! of the Russian Legation and officials of Vneshtorg, &c.
