From—The Kargnzar of Fare,
To—His Majesty’s Consul, Shiraz.
According to information received in the Karguzarate, the Anglo-Persian
Oil Company at DashM-Qil have made some agreements with the Kashkuli
clan, recruited a number of Sowars and Tufangchis from the same Kashkulis
under the command of Amrullah Khan, who was in the South Persian Rifles,
and given them an amount of money, cartridges, horses, etc.
In particular in the course of a letter received yesterday at the Karguzar
ate from

Ashair, he writes : Regarding the oil-well, as certain of the
Kashkulis without any right have made an agreement with the Company, I
officially draw the attention of the Karguzarate to the fact that, as these
Kashkulis are not the owners of the properties, their agreements are not
reliable, and will lead to difficulties.”
Therefore I respectfully beg to enquire from you : —
(1) whether such steps have been taken by the Anglo-Persian Oil Com
pany, or not ;
(2) in case it is correct, has the said Company such rights as to
conclude agreements direct with tribes and clans without the
information of, and reference to, the Governor-General and local
officials in Ears, and to arrange for armed forces,
(3) as the Kashkulis are not the owners in that locality, what reliability
will those agreements have, especially when they are effected with
out the information of the Governor-General, local officials and
the head of the Qashqai tribe? I request you kindly to inform the
Karguzarate of the facts of the case regarding these questions.
