In this connection it is necessary that I should ask you for certain
information—
(1) Is this report correct or not ? If it is, and an agreement hag been
concluded, it is necessary that you should inform me of the date
and other details.
(2) If such an agreement has been concluded, it is stated in the conces
sion of the Company that the Company or its representative has the
ri<>ht to enter into negotiations direct with the small chiefs of any
locality, and take steps, or will the conclusion of the agicement
with the Kashkuli Khans be dependent on special permission from
the Persian Government ?
(3) Is it correct that arms have been given to a number of the
Kashkulis and a number of them engaged in service ? Has such
a right been given to the Company by their concession, or not ?
(4) What validity will these agreements and the g ving of arms have
(if they have been made and given) without the knowledge of the
Governor-General ?
I shall be very much obliged if you will, as quickly as possible, give me
full information regarding the above details, so that I may give the necessary
explanations to the Government what is necessary may be communicated to the
Ilkhani

To —H.R.H. the Governor-General of Pars.
I hear that the Oil Company wishes to interfere in the Oil Well in the
Mahur (Gills), and it is said that they have made an agreement with certain of
the Kashkulis. I do not know whether this arrangement has been with the
permission of, and by the orders of Your Koyal Highness, or whether they
want to interfere in such a place without the knowledge of Your Koval
Highness. Por the information of Your Koyal Highness I merely wish to
say, firstly, that the place, where the oil is, does not concern these persons
with whom the agreement has been made, and an agreement by those nersons
will not be entitled to credit. Further, the interference of the Company in
this place which concerns the district (or jurisdiction) of the Qashqai, must
be according to the sanction and orders of the Government and Your Koyal
Highness : and I should make the arrangements for their safeguarding and
