AFFAIRS IN HERAT SINCE THE OUTBREAK OF TACOOB S REBELLION. [ 1870-71.
648. In his News Report of the 17th April, the Political Superintendent,

authorities want to ruin him, and he felt certain that the King of Persia would treat him as a
prisoner; that it was better to go to the hill ground on the Herat border at Ghonan, two days

failing that, he would join the Toorkomans. The

was sent to apprehend him.
“ The Governor of Herat, Futteh Mahomed Khan, is very unpopular with the troops
as well as the ryots."
649. Here seems the place to narrate what we know of the progress of
events at Herat since the outbreak of Yacoob s rebellion.
When at the outbreak of the rebellion, the Ameer’s warning reached Futteh
Mahomed of Herat, he at once apprehended^

the sum belonging to him, which was possessed by his zenana. The Province
was, he wrote, quite tranquil.
650. The Moostowfee (accountant) of that Province came shortly afterwards
to Cabul to render an account of its income and expenditure, and showed* that,
with the view of strengthening himself,

norship so increased the emoluments of his adherents that the expenditure was
pretty nearly equal to the income. The Ameer refrained from making those
adherents refund what they had received in excess, hut limited their allowance in
future to the old scale.
651. When Yacooh had failed in his attempts at Candahar, and was down
in the borders of Seistan, and his affairs were desperate, then the feeling of the
Heratee inhabitants and troops towards him declared itself, not overtly, except in
in the case of two men with but 10 troopers each, who took up arms in his cause,
but so unmistakeably that the defence of
Herat, if Yacoob once appeared before
it, was thought in Cabul to be impossible.*
652. As to the troops, a perusal of the accounts brought by Mirza Abdool
. Diary ending 26 th January 1871 . ' Mujeed KLan, the Moostowfee of the Pro-
vince, showed*—
“ that, notwithstanding that the Herat authorities have realized the pay of the troops from
the Government for some twelve months, and for others for nine or seven months (last year
probably), they have not paid them in full these amounts. Orders have been sent to
