Although Torres stated verbally that the Sultan would pay all expenses, he has
no authority to pay any money now, and the banks will not advance funds ^ithou

commence preparations on MSgador Island, as the Board of Health will not permit
return of pilgrims until the island is ready for their reception.

that Russian Government wish for a formal statement of views of the other Govern
ments as to the right of Crete to levy customs duties on Turkish goods.

The question was discussed informally at the last [meeting],^when the general

•Picot, or Major Sykes. I am solely interested in the maintenance of friendly relations
between our two Governments. My only care is to restore to its former position our
friendship. I wish once again to re-establish, in everybody’s mind, from my Sovereign
down to the meanest of his subjects, the conviction that Lord Salisbury has the best of
wishes for the integrity and welfare of Persia.
