The following question addressed to the Prime Minister
0 y Deputy Mahmud Sidqi (Mosul) at the meeting of 24th June,
1933, was read
"As Your Excellency is aware, reports in the press
concerning the recruitment of an expert for the settlement of
the Tiaris in the North have caused much talA and aroused
considerable fears among the Inhabitants, especially those of
the Northern districts. As all these (Tiaris) are in
possession of regular arms and ammunition in quantities not
less than those issued to soldiers, and also as they are
refugees and possess no immovable property in this country
and have no connections therein such as would prevent them
from creating disturbances among the inhabitants, their
settlement in the manner we hear of, i.e. by the allotment
to them of localities close to each other, render these talics
and fears reasonable. Will Your Excellency explain to us
the "degree of expert knowledge" (meaning the powers) of this
settlement expert in the settlement of refugees? And also,
if it is true that the government intend to settle (these
refugees), is it intended to settle them in one locality or
in various localities, and in what part of *Iraq? Further,
have the Government given thought to the fact that the
presence of such a 'Moslem* (? non-Moslem) settlement in the
vicinity of the frontier tends to disturb the atmosphere of
good relations obtaining between ourselves and neighbouring
governments?"

The papers document the negotiations between Mar Shimun XXIII Eshai – the Patriarch of the Church of the East – and the Government of Iraq, regarding: the spiritual and temporal authority claimed by the Mar Shimun; the Assyrian Settlement Scheme; areas designated for settlement; and clashes between Assyrians, Iraqis and Kurds.
Ogilvie-Forbes and Humphrys reported on the movement of Assyrians into Syria, requests to the Syrian and French authorities that they be allowed to remain, proposals to disarm the group, and clashes with Iraqi troops when numbers of Assyrians returned to Iraq. The file concludes with reports on the Simele Massacre, arrangements for the arrival of Mar Shimun and his family in Cyprus, the work of the Refugee Relief Commission in Mosul and Dohuk, and the establishment by the League of Nations of a Small Minorities Commission to investigate the crisis.
