THE Special Mission to Egypt, of which I have the honour to be Chairman,
before leaving Cairo in March last drew up certain conclusions, which I now beg to
submit for your consideration. In arriving at these conclusions the members of the
Mission were unanimous.
It is the intention of the Mission to furnish you in due course with a full report,
giving an account of the method and course of our enquiry and Containing the evidence
and arguments on which the present memorandum is based. But inasmuch as the
preparation of this full report will, in view of the great mass of material to be digested
and arranged, require a good deal more time, and meanwhile His Majesty’s Government
may be looking to us for guidance with regard to the immediate political situation in
Egypt, we have thought it right to place our views on this branch of the subject before
you without more elaboration. I hope that the urgency of the case will be held to
excuse the summary and somewhat dogmatic form in which these views are presented.
