11. It may be claimed that this offer, in the circumstances in which
it was made, had the desired effect. It is true that Ibn Sa‘ud while
acknowledging it with a great show of appreciation, did presen a
memorandum and a counter-draft (see Annexure 6) which resuffed
in my agreeing to a certain enlargement of the concessions and
diminution of the corresponding obligations ; and it is also true that
in committee with Ibn Sa‘ud’s principal advisers, Mr. Antonins was
long and busily engaged in resisting fresh claims and pinning down
evasions. Hut the fact remains that, except for certain minor
changes, my offer was ultimately accepted by Ibn Sa‘ud and an
instrument to that effect, to be known as the Hadda Agreement
(Annexure 7), was signed on the 2nd November, 1925
Substance of the Agreement.
12. As will be seen, this Agreement provides (Article 1) for the
cession of Kaf and that portion of the Wadi A seasonal or intermittent watercourse, or the valley in which it flows. Sirhan to the south of
Kal to Ibn Sa'ud, but maintains the northern frontier and the
southern portion of the western frontier of Nejd as fixed by His
Majesty’s Government. In addition, it excludes practically the
\\hole of the four Wadis from Nejd, which represents a gain to Trans
jordan in comparison with the frontier previously offered to Ibn
Sa ud. I he immunity of Irans-Jordan from aggression, the pre
servation of established rights and the protection of tribes against
disruptive propaganda are secured, as far as possible, by the provi
sions of Articles 2, 4 and 8 respectively. The prevention of raids
is dealt with in Articles 5 and 6, and the movements of tribes are
regulated in Articles 7 and 8. Facilities for trade and pilgrimage
are contained in the provisions of Articles 12 and 13, and in the
separate undertaking given by Ibn Sa'ud (Annexure 8) to the effect
t lat he will grant reciprocal facilities to trading caravans from Trans-
Joidan crossing the Wadi A seasonal or intermittent watercourse, or the valley in which it flows. Sirhan, if established rights are proved to
exist. Article 3 stipulates the maintenance of constant communica
tion between the Chief British Representative in Trans-Jordan and
the Governor of the Wadi A seasonal or intermittent watercourse, or the valley in which it flows. Sirhan, while Articles 9, 10 and 11 relate
to minor questions of frontier regulation, and Articles 14, 15 and 16
to the duration, the language and the name of the Agreement,
respectively.
