I am directed by the
Secretary of State for India to
acknowledge the receipt of your
letter No. C. 13136/26, dated the 15th
July, regarding the proposed
revision of the treaty with Ibn Saud,
and to invite attention in connexion
therewith to the telegram from the
Government of India No. 1213 S.
dated the 12th July, a copy of which
was forwarded to your Department on
the 15th July (a further copy is
enclosed for convenience of reference),.
The Earl of Birkenhead
agrees generally with the views
expressed by the Government of India,
and in particular feels strorgly the
desirability of proceeding cautiously
for the present in regard to the
establishment of any new relations
with Ibn Saud. His Lordship assumes
that it will probably be desired to
have the preliminary draft treaty
enclosed in your letter further dis
cussed in due course, in the light of
the Government of India 1 s telegram
and of any other comments, by an
inter-Departmental conference, and he
does not therefore propose to deal
in this letter with all points of
detail. I am however to say that
