was therefore needed into the conduct of either the one or the
other v/ae really absurd.
As regards the present position, I should feel inclined to
vJlBtete the case as follow*. Allenby was sent to fpiro i^ the
main because of his nilitary prestige, with fill authority to
settle a question which was at that tine mainly military in
aspect. The movement had turned out to be far more widely
seated and far-reachinp; than was then anticipated. Normality
had indeed as yet by no means bo an restored. To such an
extent was this the case that the Mission under Lord Milner,
which it was contemplated to send, was now to be postponed,
with Allenby 1 s own consent, to the Autumn. It would
probably not be before the end of the year, if then, that the
Mission would bo able to report. In these circumstances
it seemed undesirable, and even impossible, to suspend
Allenby from the discharge of the duties which the Government
had laid upon him, since any such proceeding might involve a
revival of the trouble in ^gypt which we were slowly engaged
in composing. The Government therefore did not intend to
move Allenby at present, but proposed to confirm him in his
position. This did not involve any disavowal of either the
