(-•) That no steps should be taken to present wireless installa
tions to the Tibetan Government until the answer had
been received from the Japanese, and also until the
views of the Government of India had been obtained on
the proposed new agreement with China regarding
Tibet.
British Represents- 3 - The Chairman said that after the Tibet expedition His
tive at Lhasa. Majesty’s Government had concluded an agreement with China and
Russia by which they undertook not to have a representative at
Lhasa. He had been in India at the time, and had strongly recom
mended that the British agent at Gyantse should proceed to Lhasa
from time to time. He still considered that this would be the best
course, just as the occasional visit of a British representative to
Kabul would, in his opinion, be the best means of keeping touch
with the Amir of Afghanistan. On a later occasion the Dalai Lama
had visited India as a refugee, and had actually asked us to send a
representative to Lhasa, but, in view of our undertaking to China
and Russia, it had been decided not to accede to his request.
Sir Arthur Eirtzel said that it was proposed to include British
representation at Lhasa in the terms of the new agreement. The

were inclined to agree with the Chairman that it was
better for a representative to visit Lhasa from time to time rather
than that he should be permanently stationed there. They were,
hovexei, awaiting a reply from the Government of India regarding
the draft agreement as a whole. 4 .
The Chairman did not consider that the question of British
representation at Lhasa could usefully be pursued by the Conference,
as it involved far-reaching questions which could only be. decided by
the Cabinet. In any case, no action could be taken until a replv
had been received from the Government of India on the whole
question of the proposed new agreement w-ith China.

Some of the meetings also touch on matters beyond the Middle East (e.g. wireless telegraphy in Tibet, ff 79-80).
Recurring topics of discussion include railways (chiefly in relation to Mesopotamia), Bolshevik influence in the Middle East (particularly in Persia and Trans-Caspia), and relations between King Hussein [Ḥusayn bin ‘Alī al-Hāshimī] and Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd].
Several sets of minutes also contain related memoranda as appendices.
