strong reason for believing that the murder was
actually instigated by the Mulla Powindah.
In these circumstances, Colonel Deane considers
that political relations with the Mahsud tribe
are impossible; and that, unless something is
done at once to eradicate the deep-rooted com
bined feeling of fanaticism and revenge against
justice, the work of administration will be
paralysed, and there can be no guarantee for
the safety of officers in Waziristan or on its
border. Ho has therefore proposed that the

to call in the Mahsud jirga and announce
to them the following terms:—
(a) the surrender of six relatives of
Captain Donaldson’s murderer;
(b) the confiscation of all the lands in
British territory belonging to
the Sultanai section of the Shabi
Khels;
(c) the stoppage of the allowances of
all the Shabi Khels and all the
Garrarais for two years; and
(d) the imposition of a fine of Us. 25,000
on the whole Mahsud tribe.
Failing compliance with these terms within
one month, Colonel Deane suggests that the
tribe should be disarmed and their country
occupied, as, in view of past experience of
the Mahsuds, no other course calculated to
ensure permanent peace is possible. The
matter is under consideration.
From the attitude of the tribe, who have
commenced to bury their grain and hold
councils of war, it seems clear that they regard
the matter as one affecting the whole tribe,
and that they expect, as a tribe, to be called to
account for the murder. The Mulla Powindah
has made up his mind that an expedition is
inevitable, and for some time had drums
beaten and openly preached ghaza. He has
also written to the Amir asking for ammuni
tion and for a grant of land in Afghanistan
in case he is forced to leave Mahsud country.
