Situation at Baku. The Chairman stated that the situation at Baku was still
complex and obscure. It was clear that there were differences ot
opinion between General Dunsterville, General Marshall, and the
Commander-in-Chief in India, as to the right policy to be pursued
in the circumstances. The position was briefly this. General
Dunsterville had been in Baku about a fortnight with about 900
British troops, 1,000 Russians, and a number of Armenians. On
the 4th September the Turks were attacking and drawing neare 1 *
to the town, whose fall appeared imminent. The authorities con
cerned had begun to make plans for the situation aftei the
expected fall. General IVIarshall seemed to be annoyed with
Dunsterville, and had sent him four successive telegrams ordering
withdrawal, dated the 31st August, the 2nd September, the 6th
September, and the 9th September. This last was couched in some
what severe terms, and accused Dunsterville of compromising the
general situation in Persia. The War Office had hitherto
supported General Marshall. % They naturally felt annoyed at the
recriminations in which Dunsterville had indulged, when it was

The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).
The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.
Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
