1. WITH reference to E.C., 16th Meeting, Minute 2, the
Committee had before them two telegrams, dated the 1st July,
from the Viceroy (E.C.-089, and E.C.-692).
The Chairman said the first of these telegrams was the reply
which the Indian Government proposed to send to the rather
troublesome letter which had been received from the Amir, and the
second was their reply to the Committee’s telegram about policy.
He thought that the Indian Government had not quite apprehended
what the Committee had in view. The Committee had not contem
plated a new instrument, or treaty of alliance, but the active
military co-operation of the Amir. They had further thought that
if the Amir expressed any desire to recover Penjdeh, the Indian
Government might give him to understand that they would lend
him money ami men to assist him to achieve his object. Ix)rd
Curzon thought that the Government of India had given rather a
wider ambit to the Committee’s proposals than the Committee had
intended.
Mr. Montagu said that he agreed that there had been apparently
some confusion of thought on the part of the Government of India;

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.

Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
