5. Lord Hardinge raised the question of Lord Inchcape’s claim,
to start navigation in Mesopotamia (M.E.C.-90 and E.C.-34). Lord
Inchcape now did not ask lor a monopoly.
Sir P. Cox stated that Lord Inchcape had an agent at Bagdad,
who was receiving all the facilities, consistent with military needs
and interests, that could at present be given him. It would have a
bad effect if we appeared to be handing over the most profitable
enterprises in the country as monopolies or quasi -monopolies to our
own compatriots. The local commercial communities should have
opportunities of participating.
It was decided—
That Sir T. Hoklerness should arrange for a meeting at the
India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. in which Sir P. Cox should meet Lord Inchcape,
and, if possible, settle the matter with him.
6. General Macdonogh drew attention to the sums asked for as
payment to Colonel Bicharakof’s forces. Reread L.C.-158 in which
General Dunsterville recommended the grant of 2,-00,000 krans a
month. This represented, if Bieharakof had 1,200 men, about 43L a
man monthly, while a British soldier was maintained on about 10/. a
month.
The hope expressed in E.C.— 158, that Bicharakof s force would
be increased to 4,000 men, might perhaps justily the sums claimed,
but it was desirable to have a clear explanation. The Imperial Bank
of Persia had meanwhile been authorised by General Dunsterville to
pay Colonel Bicharakof such sums as “ might be necessary. ’
It was decided —
That the Director of Military Intelligence should obtain
information on this point for the Committee.
(Note by Secretary .—The Treasury do not regard with
equanimity these payments to Bicharakof.)

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.

Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
