Copy of a note from the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, in Turkemanshee [Turkamanchay], to the Persian Minister for Foreign Affairs, Meerza Abul Hussan Khan [ Mīrzā A title of honour originally applied to princes, later to military leaders, and later still to secretaries, chieftains, and other ‘gentlemen’. Abū al-Ḥasan Khān Shīrāzī], of 26 February 1828. Macdonald Kinneir reports that he is ready to advance the sum of 200,000 tomans 10,000 Persian dinars, or a gold coin of that value. for the purpose of paying reparations owed to Russia as part of the peace treaty ending the war between Russia and Persia [Russo-Persian War, 1826-1828], in return for the abrogation of the third and fourth articles of the Definitive Treaty existing between Britain and Persia.
This document was originally enclosed, numbered 7 in enclosure No. 7, in Macdonald Kinneir’s letter to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).
