Translation of a ruckhum [ raqm Royal grants confirming specific trading privileges from the Shah of Persia. , also known as a raqim, a letter or an order] from Abbas Mirza [ʿAbbās Mīrzā A title of honour originally applied to princes, later to military leaders, and later still to secretaries, chieftains, and other ‘gentlemen’. Qājār, Crown Prince of Persia] to the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, dated January [1828]. Abbas Mirza indicates that the site nominated by General Paskevitch for the signature of the peace treaty to end the war between Russia and Persia [Russo-Persian War, 1826-1828] is Turkoman Chai [Turkamanchay]. Objecting to this ‘unfit and inconvenient town’, he indicates that he will remain at a ‘small place’ in the vicinity, and hopes that with Macdonald Kinneir’s intercession, a ‘more suitable spot’ may be agreed upon.

This document was originally enclosed, numbered 8 in enclosure No. 5, in Macdonald Kinneir’s letter to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).
