The translation of a ‘verbal message’ to be delivered by the Persian envoy Mirza Mohomed Alli [Mirza Muhammad 'Ali Khan Shirazi] to the former Russian Chargé d’Affaires to Persia [Iran], Mazarovitch [Semyon Mazarovich], on behalf of Vizier of the Crown Prince of Persia, the Cayim Mukam [Mirza Abu'l-Qasim Farahani, Qa'im Maqam]. The paper expresses the Cayim Mukam’s satisfaction at Mazarovitch having made peace proposals to the Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. of Erivan [ Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. of Yerevan]. The paper also indicates that the Persian Government is desirous of peace, having only entered into war with Russia [Russo-Persian War, 1826-1828] after failing to obtain redress for the aggressions of the ‘Guardians of the Russian Frontier’, and that the Persian Government is willing to enter into an armistice and open negotiations for peace.

This translation was originally enclosed, numbered 5, in the letter of the East India Company Envoy to Persia, Lieutenant-Colonel John Macdonald Kinneir, to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. of the East India Company of 11 February 1827 (IOR/L/PS/9/70/179).
