The letter responds to complaints made to Mirza Sauleh in St Petersburgh [Saint Petersburg] regarding the treatment of a Russian veterinary surgeon visiting Persia.

The translation was enclosed in the letter of Henry Willock, HM Chargé d’Affaires in Persia [Iran], to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping.
