“Employ- 45b.—[‘T he competent authority], with a view to
abroad of P reven ti n g the employment abroad, in connection with
agents for the management of British ships, of enemy aliens or
ships and persons connected with an enemy, may by order
aircraft. direct that, as from such date as may be specified in
the order, the owner, manager or charterer of any
British ship, being a person resident in the United
Kingdom or a corporation incorporated under the law
of any part of the United Kingdom, shall not employ
in any foreign country or territory, in connection with
the management of the ship, any person other than a
person approved for the purpose by [‘the competent
authority]; and an order under this Regulation may be
made so as to apply either generally to employment in
all foreign countries or territories or to employment
in such foreign countries or territories, or such cla^
of foreign countries or territories, as may be specifij^
in the order.
(2) The preceding provisions of this Regulation shall
apply in relation to aircraft as they apply in relation
to ships, except that any reference in those-provisions
to [‘the competent authority] shall be construed as a
reference to the Secretary of State
["] 14 . In Regulation forty-six of the principal Regulations for
the words " the Board of Trade " wherever those words occur
and for the words “ the Board ” wherever those words occur
otherwise than as part of the expression “ the Board of Trade ”
there shall be substituted the words “ the competent authority
[ 3 ] 15 . After Regulation forty-six of the principal Regulations
there shall be inserted the following Regulation: —
“ Power of 46 a. Notwithstanding any restriction imposed by
competent an y 0 f following Regulations, a prosecution in
to prose- respect of an offence against any of the last three

17 . After Regulation forty-seven of the principal Regulations
there shall be inserted the following Regulation: —
