The letter relates to the payment of compensation to the victims of piracy in the Gulf. Kemball writes to reassure Government that the orders of the Honourable Court of Directors The London-based directors of the East India Company who dealt with the daily conduct of the Company's affairs. , to pay damages directly to the victims of acts of piracy rather than to their chiefs, will be strictly observed, and that this has been communicated to Shaikh Sultan ben Suggur [Sultan bin Saqr].
