The volume comprises telegrams, despatches, correspondence, memoranda, and notes, relating to the appointment of an Assistant Surgeon for the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. , Kuwait.

The discussion in the volume relates to appointments, salary levels, family remittances, and allowances. The volume also includes correspondence concerning medical supplies.

The principal correspondents in the volume include: the Director General, Indian Medical Service; the Assistant Comptroller, India Treasuries; H M Vice Consul at Lingah; the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Basrah; and the Assistant Secretary to the Government of India.
