The correspondence relates to:

• the Kuwait Security Department Notification that all foreigners residing in Kuwait are required to register at the Travelling and Residence Office, and the question as to whether or not this applies to foreigners who come under British jurisdiction under the terms of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council.
• the validity of Palestinian passports after the termination of the Mandate
• the registration of British subjects and foreigners under Part VI of the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. by the Kuwait Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent.
