It is^reported By a reliable agent that General Yon Speck and Falkenhann
were at Constantinople on 31st October but the Germans were then unwaro of
the conditions of the Armistice which had been signed. There is also good
evidence that on November 3rd Falkenhaun was still there.

With regard to clauses 16 and 24 of your 69825, October 31st (D’ary No.
88492), it is believed that the respective boundaries of (A) Mesopotamia and
(B) the six Armenian Vilayets, are as follows :—
Reference R. G. S. map 1-2.000,000.
(A) Turco-Persian border from Muhammerah to point at which it is
crossed by Dialha (near Avroman D j gh) thence via Suleimaniyeh, Keni Sanjak
(both included) to bend of Zab north-east of Hoiir ; thence up Zab to Amadia
and Zakho (both included) thence to Sairt, Batman Piran (25 miles east of
Arghana Maden), all three included ; thence to Euphrates near Gegger just
south of latitude 38, down Euphrates to Koskene (included). From Koskene
to Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. the line includes all cultivated land between the Euphrates and
Syrian Desert.
Have informed Ali Ibsan of above boundary and have tcld
him that it is extr cted from the German official handbook of Mesopotamia
dated Berlin, October 1917.
(B) The six Armenian Vilayets are Erzerum, Trebizend, Van Bitiis,
Mamuref-el-Aziz and Diarhekr. A rough boundary of these is as follows : —
Black Sea coast from Batoum to Kazil Irmak ’ben up that river forty miles
then turns south east running parallel with Black Sea coast to Gidour Dagh
(25 miles W. S. W. of Gumushkh m) thence south-west to Deli Dagh, thence
south-east to Egin, thence south-east to Darede, thence souTi to point 25 miles
north of Aintab, thence east to Euphrates, thence up Euphrates to Khojan,
thence south-east to point just north of Rossel Ain thence east to Nishibin
(inclusive), across Tigris at Foisbkhabur and runs up Khabur to so as far as
Challok and to Persian frontier near Usknu. From here it follows Turco-
Persian and Pre-war Turco-Russian boundary to Black Sea.
It will be observed from above that (A) boundary overlaps (B) boundary.
