General Malieson may find difficulty in returning at once the British
detachment now with him, but will do so as soon as possible reporting dates

A policy of commercial exclusion in Irak is not contemplated. It had
been considered necessary to retain the control of imported wools in England
in the interests of ourselves and Allies. All shipment must for this purpose be
made to this country: any firm British cr Foreign recognised by customs
authorities at Basrah may so ship however. Foreign Office are now making a
communication to French Government (vide your telegram of September 9th
(N. R. W. S.).

T? • ^he decision allowing Turkey to hand over Indian and
-Diitish Prisoners of War to the nearest British Commander in the field, and
my Nos. 90551 and 90557 of November 9th, we shall be glad to have the
earliest possible intimation of the number and the classes which you have
received and intended to despatch to India. Advances may be made to them
at your discretion but such advances should not exceed one month’s pay in the
period of any month during which they are detained in Mesopotamia. Pay-
books should be opened in Mesopotamia and lists forwarded here showing
amounts advanced for each party despatched to India.
. Suspected deserters should receive no advances until their innocence
is definitely established.
