The two Mountnin Batteries (the 14th and 15th) which are composed of
British personnel and are only partially mobile are to be converted and ex
panded under existing instructions to War Establishment of Indian Moun
tain Battery (vide X-2536, September 27th, By. No. 77841.) Unless they are
required elsewhere I recommend that they be disbanded, as owing to changed
conditions I consider those two Batteries are no longer required in this force.

My X.-3625, November 5th (Biary No. 89363 ) Turkish Commander at
Baku sends to-day reply in following sense. Begins.
We have received orders to move all Turkish Forces for Caucasus within 6
weeks but have had no special instructions regarding occupation of Baku by
the British. Be this matter you should communicate with Azerbaijain Govern
ment. Bnds.

In replying to above I propose to make clear that Azerbaijan Republic is
not recognised by the Allies and that I hold Turkish Commander personally
responsible for evacuation of every Turkish soldier who crossed the frontier. He
has been already warned that he will be held responsible for continuing offen
sive against Bicharakov.
I consider that the Turkish Commander’s reference in first paragraph to
Azerbaijan Government is an imprudent attempt to confuse the issue in

developing* and it is my opinion that this spirit will prevail unless Turkish
Government is forced of its Commander’s clear instructions on this point.
