. T ^ e announcement which the allies make in Turkish armistice terms of
their intention to occupy Baku and Datum, coupled with our recent attitude
in regard to Krasnovodsk, is being exploited by all our enemies as a clear
indication of. our annexist designs. I am strongly suspicious that Mackarov,
agent of Russian Minister, Teheran, and now in Askabad, is involved in this!
The spread of any such belief is harmful and I request authority to make
categorical announcement in Askabad that the intention of the British Gov
ernment in going to Baku and Batum is merely with the object of clearing
out Turks and Germans, consistent with restoring order, and that they have
no intention of annexing these places.
