Reference your 69690 of October 30th (By. No. 87871).
On account of influenza and other wastage the 7,000 surplus has dwindled
to 5,600; of these I require 990 to reinforce (omission ?) in Baku and to
replace recent casualties. 1,000 are already being retained by you on expira
tion of their leave. 3,610 is the available balanee for transfer.
Second para. —With regard to infantry generally in this theatre, the
situation is as follows :—>
1. 2 Indian divisions are earmarked as post helium garrison.
2. 2 Indian divisions and 1 British (13th) Division less one brigade are
also in Mesopotamia in addition to (1) Brigades in Indian Divisions consist
of 1 British and 2 Indian battalions.
3. 1 British brigade is on Caspian littoral and 1 Indian brigade in North-
West Persia, latter being earmarked as post bellum garrison there.
4. There are on L. of C. and detached duties in addition to above 4 British
and 21| Indian battalions.
5. 12 untrained Indian battalions are due shortly from India to replace
the 12 Indian trained battalions recently sent to Salonika. On arrival these
will be put on detached duties and L. of C. and the battalions they relieve will
be posted to Indian infantry brigades.
6. Arrangements were being made prior to the armistice with Turkey to
break up the 2 British brigades of the 13th division to form 3 new Indian
divisions. Does this proposal still hold good ?
7. There will shortly be available (if formations are required for another
theatre) 2 seasoned Indian divisions at full strength and the 13th British
division less 1 brigade if (6) is cancelled. If British troops only are required
from here the following are available : —
A. 13th Division less 1 infantry brigade if not broken up.
B. 3 of the 4 British battalions from L. of C., etc.
C. 3,600 drafts referred to at beginning of this telegram.
Third para.—I ssmz instructions regarding (7) above, please.
Fourth para .—High velocity rifles are available for all.

Begins. It is considered by Kress that he could only get in touch of
(with ?) Germans in Ukraine by Georgian road (Tiflis—Vladikavkaz) subject
to consent of both Bolshevics and Cossacks which could probably be bought
for ammunition. In case of necessity German troops could hold out for a
considerable time in the mountains (see X.-3647, November 5th) (Dy. No.
89881). In this case none of the members of the German delegation would
remain in Tiflis. Ends.
